Minutes of a Regular Meeting
April 20, 2009 7:00 PM

Call to Order Mayor Jeff Fiscus called the meeting to order at 7:00 PM with the following members answering roll call: Bill Ramspott, Dale Hansen, Mike Oliver, Bob Hoversten, and Steve Hunt.  Others present were Robin Heinzeroth, Justin Ites from the Times Citizen, Tom Vanderloop, Deputy J D Holmes, Marlena Feauto, Janaan Harding, and Frank Cearley.

Consent Agenda Ramspott motioned and Oliver seconded to accept the consent agenda.  All present Aye.  Motion passed.

Approval of Swamp Liquor License Oliver motioned and Hunt seconded to approve the Swamp liquor license.  All present Aye.  Motion passed.

Park/Tree Limb Clean Up A tree next to the new play ground equipment is half dead and has at least 2 large, dead branches hanging over the area.  Hunt motioned and Ramspott seconded to have the tree removed.  All present Aye.  Motion passed.  Oliver motioned and Hansen seconded to plant a hard wood tree in its place.  All present Aye. Motion passed.

Alden Pool Opening Date/Time and Free Family Swim Nights.  Hunt motioned and Hoversten seconded to open the pool June 1 at 4:00 PM and to have free family swim nights the second and fourth Sunday evenings from 6 – 8:30 PM.  All present Aye.  Motion passed.

Vacant Lot Status Possible Acquiring/Resale Deputy clerk reports that taxes are being paid on 502 Washington but the other 3 properties, 409 East, 202 West, and 1003 Pearl, have all had 90 day notices sent to any lien holders.

Burnt Building Update Deputy Clerk reports that DNR has approved having Jim Snodgrass remove the asbestos and to allow Laurel Thomas to remove the debris as per the original bid.  A letter will be faxed to Mr. Snodgrass tomorrow with the hard copy to follow.  Mr. Snodgrass will precede with the 10 day DNR notice and will coordinate with Laurel Thomas for the removal schedule.

Approval of Library Board Trustee Hoversten motioned and Hunt seconded to approve Greg Lascheid as the new library trustee.  All present Aye.  Motion passed.

City-Wide Clean Up Oliver motioned and Hunt seconded to have city-wide clean up May 29 & 30.  All present Aye.  Motion passed.

Boat Club Status Ramspott motioned and Hansen seconded to have the fire department burn down the boat club or have Laurel Thomas remove it as soon as possible.  All present Aye.  Motion passed.  Fiscus will talk to the fire chief about burning the building.

Abate/Nuisance Deputy Clerk reports there are 4 properties that could be given 90 day notices to rehabilitate or demolish, however, the Council needs to be aggressive in enforcing the 90 abate nuisance notices.  She explained that they could start with 2 and if finances allowed pick another property later in the year.  Hunt motioned and Oliver seconded to serve notice on properties at 211 Pearl and 411 Water.  All present Aye.  Motion passed.

Public Input Marlena Feauto reports the Horizons group will be sponsoring a spaghetti dinner the fire station on May 9 with proceeds going to the Egg Day fund.  Janaan Harding questions when the city will be running the camera through the sewer system in her neighborhood and if FEMA is paying for it.  FEMA paid for jetting the sewer but will not pay for the camera.  Hoversten reported that the council had originally said they would camera the area and believes we still should.  Council directed Vanderloop to get prices to have this done.  Hoversten request time cards are included in the council packets and Hunt requests that receipts be included in the packets as well.

Adjourn Hunt motioned and Hansen seconded to adjourn.  All present Aye.  Motion passed.  Meeting adjourned at 7:58 PM.
