Minutes of a Regular Meeting
June 15, 2009 7:00 PM

Call to Order Mayor Jeff Fiscus called the meeting to order at 7:00 PM with the following members answering roll call: Mike Oliver, Bill Ramspott, Steve Hunt, and Bob Hoversten.  Others present were Lorrie Watts, Robin Heinzeroth, Tom Vanderloop, Randy Viet, Eric State, Greg Lascheid, Tim Moreau from Veenstra & Kimm, Bruce Nehring, Janaan Harding, Nancy McKinley, Gene Jondall, Deputy J D Holmes, Jerry Weide, Bill Davis, Beth Lauterbach, Lynn Bollinger, Frank Heflin, Tom Warner, Jackie Warner, Sarah Slagle, Jan Sorensen, Frank Cearley, Chuck Steen, Cindy Johnson, Janice Murra, and Rick Gustin, Dave Henry, and Kirk Rice from Iowa Falls Plumbing & Heating (IFP&H).

Consent Agenda Ramspott motioned and Hoversten seconded to accept the consent agenda.  All present Aye.  Motion passed.

Park Memorial Beth Hansen Lauterbach requested approval to purchase two 6’ recycled plastic benches and a recycled plastic octagon picnic table for the play area of the park in memory of Councilman Dale Hansen.  Ramspott motioned and Hunt seconded to approve park additions.  All present Aye.  Motion passed.

Appointment of Council Seat Ramspott motioned and Hunt seconded to appoint Janaan Harding to the Council.  All present Aye.  Motion passed.

Swear in New Council Member Mayor Fiscus swore in Janaan Harding.

Tom Warner/Property Issues Council agrees to allow Warner to tear down refrigerators in his garage as long as everything is kept in the garage and not on the driveway.  Hoversten motioned and Oliver seconded to allow the activity to continue.  All present Aye.  Motion passed.

Geo-Thermo System Jerry Weide and representatives from IFP&H explained plan and foreseen usage with an open loop system planned for the Weide residence.  Hoversten motioned and Ramspott seconded to allow the installation of an open loop system at the Weide residence.  All present Aye.  Motion passed.

Alley Closing Residents of the Central Addition Block 26 expressed concern for the condition of their alley which is not maintained by the City.  The Council agreed that steel posts with a chain would be installed at the north boundary of the Friend property line and the north outlet of the alley on Hardin Street.  Ramspott motioned and Hoversten seconded to put the alley closing on the first reading.  Roll call: Ramspott, Hoversten, Harding, and Oliver Aye, Hunt abstained.  Motion passed.  Oliver motioned and Harding seconded to waive the second reading.  Roll call: Harding, Hoversten, Oliver and Ramspott Aye.  Hunt abstained.  Motion passed.  Harding motioned and Hoversten seconded to put the alley closing on the third and final reading.  Roll call: Harding, Oliver, Ramspott, and Hoversten Aye.  Hunt abstained.  Motion passed.  Closing will be effective with publication of Ordinance 137.06.

Alden Day Street Closing Friday evening for the kiddie parade will be Water St from the Library to the Park.  Saturday parade route will be south on Main St to Water St, east on Water St to Center St, south on Center St to Mill St, west on Mill St to West St where the parade will end.  Water St will be closed from Main St west to West St all day.  Hoversten motioned and Ramspott seconded to approve the closings.  All present Aye.  Motion passed.

Liquor License Approval Street Dance-The Swamp & Westside Lounge Oliver motioned and Hunt seconded to allow either the Swamp or the Westside has the outside liquor license for this Saturday night.  Roll call: Harding, Ramspott, Hunt, and Oliver Aye.  Hoversten abstained.  All present Aye.  Motion passed.

Eric State/Alden Website Eric State gave a presentation for the website with favorable comments from the Council.  The website address is cityofaldeniowa.com.

Update/CDBG Tim Moreau reported to the Council the specifications needed by the DNR and the Iowa Department of Economic Development and the completion of the appropriate reports.  Hoversten motioned and Harding seconded to approve the plan to be filed with the DNR and IDED.  All present Aye.  Motion passed.

Bruce Nehring/Sewer Issues Mr. Nehring reports that the storm sewer on the SW corner of Center St and Water St doesn’t drain until all the water on the NE corner has drained.  Vanderloop reports that it is an 8” drain connecting to a 10” drain on the NE corner and that until the pressure has gone down on the 10” drain the 8” drain doesn’t have enough pressure to drain.  He went on to report that that area had been jetted out this spring and in one area had actually been torn up to repair the problem.  Hoversten recommends that the area be jetted again to insure that it is open.

Public Input Greg Lascheid questions when the mosquito spraying will begin.  Clerk will call on dates.  Hunt questioned when Laurel Thomas will be taking the burned building out.  Clerk reports that numerous calls have been made and that the job was promised to be completed before Alden Day this weekend.  She reposts that Council has his contact information in their packet.  Hunt reports that tree at corner of Center St and Grand Ave needs to be trimmed back.  Clerk will contact property owner.  Vanderloop questions Council if they want the Boat Club well capped and was directed to do so. 

Adjourn Hunt motioned and Hoversten seconded to adjourn.  All present Aye.  Motion passed.  Meeting adjourned at 9:07 PM.
