Minutes of a Regular Meeting
May 18, 2009 7:00 PM

Call to Order Mayor Jeff Fiscus called the meeting to order at 7:00 PM with the following members answering roll call: Bill Ramspott, Bob Hoversten, Steve Hunt and Mike Oliver.  Dale Hansen was absent.  Others present were Lorrie Watts, Robin Heinzeroth, Lynn Bollinger, Gatlin Anderson, Justin Ites from The Times Citizen, Jeff Heinzeroth, Tom Vanderloop, Deputy J D Holmes, and Janaan Harding.

Consent Agenda Ramspott motioned and Hoversten seconded to accept the consent agenda.  All present Aye.  Motion passed.

Public Hearing-Budget Amendment 08/09 Mayor Fiscus opened the public hearing at 7:01 PM and closed at 7:02 PM due to lack of input. 

Resolution 05/09 Amending Budget 08/09 Hunt motioned and Oliver seconded to accept resolution 08/09. Roll call: Ramspott, Hunt, Oliver, Hoversten Aye.  Motion passed.

Public Hearing/CDBG Grant Application Mayor Fiscus opened the public hearing at 7:02 PM.  Janaan Haring asked what grant entailed.  Clerk Watts gave information.  Public hearing closed at 7:04 PM. 

Approve Grant Application Submission Resolution 05-13 Oliver motioned and Hoversten seconded to approve resolution 05-13.  Roll call: Oliver, Hoversten, Ramspott, Hunt Aye. Motion passed.

Region Six Housing Resolution 05-10 Oliver motioned and Hunt seconded to approve resolution 05-10.  Roll call: Ramspott, Oliver, Hunt, Hoversten Aye. Motion passed.

Resolution 05-11 Support of HUD Lead Control Grant Oliver motioned and Hunt seconded to approve resolution 05-11.  Roll call: Hunt, Oliver, Hoversten, Ramspott Aye.  Motion passed.

Open Mowing Bids/Abandon Properties Buckeye Lawn Service bid $100 per time.  Gatlin Anderson and Jeff Heinzeroth bid $27 for 308 Water, $23 for 202 West, $31 for 409 East, $20 for 502 Washington, $36 for 1003 Pearl, and $23 for 411 Water per time as needed with trimming and fallen branch clean up included.  Brian Fouts bid $23 per lot to be mowed every 8 – 10 days not to exceed $2,898 for the season.  Blaine Lisle bid $20 for 202 West, $20 for 502 Washington, $30 for 1003 Pearl, $45 for 409 East, $25 for 308 Water, and $20 for 411 Water for $150 per week with the exception of the initial week at $175.  Chris Schwenneker and Blake Forgy bid $15 per lot.  Jason Barhite bid $35 per lot.  Joey Tjarks bid $30 for 202 West, 308 Water, 1003 Pearl, 502 Washington, and 409 East and $25 for 411 Water with trimming an additional $15 per lot. T & J Custom Mowing bid $150/week.  Corey’s Lawn Care bid $19 for 202 West, $19 for 502 Washington, $19 for 411 Water, $19 for 308 Water, $24 for 1003 Pearl, and $29 for 409 East for $129 weekly with mowing no more than once a week.  Ramspott motioned and Oliver seconded to hire Anderson-Heinzeroth to mow.  All present Aye.  Motion passed.

Casey’s Cigarette Permit Renewal Hoversten motioned and Ramspott seconded to approve Casey’s cigarette permit.  All present Aye.  Motion passed.

Burnt Building Update Clerk Watts reports that Benson’s will be removing the asbestos starting tomorrow with removal and filling to take place with the next few days.

Boat Club Demolition Update Clerk Watts reports asbestos was found in the dry wall glue and will have to be removed before the fire department can burn the building.  Contact will be made with an asbestos remover. 

Resolution 05-12 Seat Belt Law Hunt motioned and Ramspott motioned to approve resolution 05-12 which allows service personnel in the performance of their duties within the limits of Alden, Iowa at a speed of 25 mph or less do not have to wear their seat belts. Roll call: Hunt, Hoversten, Ramspott, and Oliver Aye.  Motion passed. 

Public Input Council directed clerk to send letters to residents at 401 Center and 409 Main Ave regarding vehicles being parked below crest of hills.  Restrooms in park will be open from Memorial Day to Labor Day.  Lynn Bollinger reports there is a tree in the river below the dam that is tearing up the fish ladder.  Gatlin Anderson thanks Council for opportunity to mow.  Council directs clerk to find contractor to install park rides.  Clerk directed to follow up on portage park surrounding properties clean up and send letters.  Clerk directed to contact County Board of Supervisors regarding Rod Scott and Council’s frustration at lack of communication, management, and completion of project by Mr. Scott.  Hoversten will find contact information for removal of mobile homes.

Adjourn Ramspott motioned and Hunt seconded to adjourn.  All present Aye.   Motion passed.  Meeting adjourned at 7:45 PM.
