Minutes of a Special Meeting
August 27, 2009 6:00pm

Call to order Mayer Jeff fiscus called the meeting to order at 6:00pm with the following memvers answering roll call: Janaan Harding, Bill Ramspott, Mike Oliver, Bob Hoversten, and Steve Hunt. Others present were Lorrie Watts, Robin Heinzeroth, Tom Vanderloop, Dan Zoske, Suzy Miller, Gene Jondall, and Leonard Baker.

Approval Road Use Tax Report Resolution 09/09 Harding motioned and Hunt seconded to approve the Road use Tax 08/09. All preasent Aye. Motion Passed.

Petition for Public Measure Petition needs 18 signatures to put the Library and the Legion Funding on the election ballot. Ramspott motioned and Harding seconded to approve peition. Roll Call: Oliver, Hoversten, Harding, Ramspott; Aye. Hunt Nay. Motion passed 4-1.

expenditure cuts Hunt reports that current reports are ineffective and wants simpler reports. Baker reports next pumper truck should be purchased in 2017 and a used pumper will cost approximately $125,000. Maintenance suggeste that contract mowing continue and that property owners be assessed $100 per time. Harding suggest taht Vanderloop report to work at 6:30am, take a half hour lunch break, and check out at 3pm and Zoske check in at 7am, take a half hour lunch break, and check out at 3:30pm to decrease teh amount of overtime worked. It was suggested taht the betterment fund be reduced by $5000 per year. Hoversten motioned and Hunt seconded to eliminate the deputy clerk posistion effective the end of September. Roll Call: Hoversten, Hunt, Oliver, Harding; Aye, Ramspott; Nay. Motion passed 4-1. It was suggested that pest conrol for the Legion, City Hall, and the Library be reduced to April - October service only. It was suggested that the Legion phone be disconnected. Harding requested that the Legion be checked following rentals and that the temperature be set at 80 degrees in the summer and 55 degrees in the winter. Harding motioned and Ramspott seconded to have the water cooler removed from the library. All present Aye. Motioned Passed. It was suggested that contract snow removal remain for the library. It was suggested that the water treatment phone be disconnected. Harding suggested that health insurance be given free to the City employees and at half priced difference for Family coverage payable every 2 weeks. She also reports that life insurance needs to be a group term policy. Sentinal Insurance is to supply quotes. Hoversten states "We have never taken away from the maintenance department salaries and overtime. He suggest ath any future increases in insurance be the responsibility fo the employee. he aslo suggest that any purchases be apporved at either regular or special meeting rather then calling for Council approval.

City sign Ramspott motioned and Hoversteen seconded to work with Plastics Recycling for a new city sign. All present Aye. Motioned passed.

Update Vacant Properties Council directs clerk to turn Zesch property issue over to the city attorney. Nicolles are planning to involve ECC Masonry program in their building revitalization. Clerk directed to contact Russell Clouse fro time frame on removal of mobile home from property.

Public Input Gene Jondall questions condition of city docks. Vanderloop questions if htere has been any news on the sewer grant. There has not. Clerk will contact Region 6. Harding questions if a Neighborhood Watch Program could be started. Fiscus reports he has spoken with Deputy Holmes.

Adjourn Hunt motioned and Ramspott seconded to adjourn. All present Aye. Meeting adjourned at 8:48pm.
