Minutes of Regular Meeting
July 19th, 2010

Mayor Pro-Tem Steve Hunt called the meeting to order at 7:00 P.M. with Council Members Bill Ramspott, Janaan Harding and Mike Oliver present.  Mayor Jeff Fiscus and Council Member Bob Hoversten were absent.

Consent Agenda:  Bill Ramspott motioned to approve, Mike Oliver seconded the motion and all present voted aye.

Fencing/Library & Maintenance Shed: Mike Oliver presented a price of $300.00 installed for the section of fence that is needed to finish off the fence between library patio and City Maintenance Shed.  Bill Ramspott motioned to approve, Janaan seconded and all present voted aye.

Madden Property/Sewer Connection:  Tom Vanderloop reports that Mr. Madden is not going to hook in to the City sewer due to the costs of the project and numerous property easements it would require.

Pearl Street Tree:  Vanderloop reports that the tree on Pearl Street that is 2/3rds dead is scheduled to be taken down this week by Southern Oaks Tree Service.

V&K Invoices:  Lorrie Watts reports that Veenstra & Kimm and Visu-Sewer have worked out the issues with the clean up on the two properties in question and Visu-Sewer is dealing with Service Master on the work that was done at Joan Rashes’ home.  Visu-Sewer feels that there was work that was unnecessary and they will work that out with Service Master.  Bill Ramspott motioned to approve the Veenstra & Kimm Invoices as follows $28959.10, $4900.00 dates 04/18/10-05/15/10, $9800.00 dates 05/16/10-06/19/10 for the Sewer Lining Project, Mike Oliver seconded the motion and all present voted aye.

City Clerk was instructed to put together the invoices with regards to the school’s lining project from November and have Jeff Fiscus present them to the school with the City paying for one tap and 1/5th of the mobilization fee-$350.00, ½ of the Mort’s invoice $172.50, the overtime of $168.30 and the street repair of $150.00.

Line of Credit Authorization/Sewer Lining Project:  Resolution 7-10 Alden City Council Authorization of $500,000.00 line of credit at United Bank & Trust for the purpose of the CDBG Sewer Lining Project.  Watts reports that this will be paid back as the money comes in from the CDBG Grant money.  The invoices have to be paid and then they are reimbursed to the City and the reimbursements are running between 8-10 weeks from submission by Region Six.  Bill Ramspott motioned to approve Resolution 7-10, Janaan Harding seconded the motion and voted as follows; Ayes-Ramspott, Oliver and Harding. 

Public Input:  Georgia Mourlam reports that Harley Mourlam has fixed the leaks at the legion and used 30 tubes of caulking.  The City will need to look into the cost of replacing the roof.  She also reports that there are holes in the metal roofing, it looks as if someone had tried to chip ice off the roof.  Bill Ramspott would like to have one of the phone lines to City Hall be shut down, the City needs one line and one fax line. He requested that it be put on August’s agenda.  Steve Hunt reports that he has received some complaints about some appliances that are setting out in citizen’s yard and that they need to be disposed of.  The City Clerk was instructed to send letters to 626 Center Street and 511 Center Street.  The Council also discussed the storm siren and that there are areas of town that it can not be heard.  Hill Top Village can not hear it and there was no “all clear” signal sounded.  Steve Hunt reports that Jeff Fiscus is going to look into that through the Hardin County Sheriff’s Department and Emergency Management for Hardin County. There may need to be an additional siren installed. The City has property and a tower that could be used.

Adjourn: Mayor Pro-Tem Hunt called for a motion to adjourn, Oliver motioned, Harding seconded and all present voted aye. Meeting adjourned at 7:27 P.M.
