Minutes of Regular Meeting
June 21st, 2010

Mayor Fiscus called the meeting to order at 7:00 PM with the following council members present; Janaan Harding, Bob Hoversten and Bill Ramspott.  Steve Hunt and Mike Oliver were absent.  Also present were Gene Jondall, Georgia Mourlam, Frank Cearley, Stephanie Nicolle, Dan Zoske and Lorrie Watts

Consent Agenda: Bill Ramspott motioned to approve the consent agenda, Janaan Harding seconded the motion and all present voted aye.

Public Hearing: Mayor Fiscus opened the public hearing at 7:02 PM, for the conveyance and sale of the properties at 1003 Pearl Street and 409 East Street in Alden, Iowa which are owned by the City of Alden.  The Mayor called for questions and concerns, there were none and he closed the public hearing at 7:03 PM.

Resolution 6-21A: Mayor Fiscus called for a motion to adopt Resolution 6-21A, approving the sale of 1003 Pearl Street, Alden, Hardin County, Iowa to Robert Hoversten for the amount of Five Hundred ($500) Dollars.  Bill Ramspott motioned to approve and adopt Resolution 6-21A, Janaan Harding seconded the motion and all present voted aye.

Resolution 6-21B: Mayor Fiscus called for a motion to adopt Resolution 6-21B, approving the sale of 409 East Street, Alden, Hardin County, Iowa to Franklin Cearley for the amount of $101.00. Bob Hoversten motioned to approve and adopt Resolution 6-21B, Janaan Harding seconded the motion and all present voted aye.

Economic Development Application: Bob Hoversten has submitted a loan application and current financial statement for the City of Alden Economic Development Revolving Loan Fund in the amount of $10,000.00 for a period of Five (5)years or 60 months at prime interest rate.  Mayor Fiscus called for motion to approve the application and loan.  Bill Ramspott motioned to approve the application and loan amount, Janaan Harding seconded the motion. Bill Ramspott voted aye, Janaan Harding voted aye and Bob Hoversten abstained.

City Maintenance Shed Fence: Tabled until July meeting due to no costs associated with the completion.

 Sewer Lining Project & Property Clean Up Completion:  Janaan Harding motioned  to hold payment on the two Veenstra & Kimm Invoices until the clean up invoices and repairs are complete at the Heflin residence and Rash residence, Bill Ramspott seconded the motion and all present voted aye.  Dan Zoske reports that Infratech will be in town in the next week to due a free manhole rehab demonstration for up & coming manhole rehabilitation.  Frank Cearley asked about the water issue at the Alden School,  Mayor Fiscus reports that no holes were cut into the sleeve when it was repaired last November.

The water from the surface drains caused some running in the school.  There are someoutstanding invoices from Municipal Pipe Tool, Roto Rooter, Iowa Falls Heating, A/C and Plumbing and Mort’s Inc.  The taps were not cut into the line. The City had to have the street dug up and the taps cuts.  Bob Hoversten inquired as to who did the sleeve and the tap cutting.  Mayor Fiscus reports Municipal Pipe Tool.  The Council requested that the City Clerk collect all expenses involved in this mistake and have the City Attorney, Clark McNeal send a letter to Municipal Pipe Tool informing of the costs of this error and the problems we have with the invoices and the extra expenses that were incurred and unnecessary.  This should have been done and completed during the original project that was part of the FEMA disaster recovery package from 2008.  The Mayor also reports that that Muncipal Pipe Tool did not show up until 3:00 PM and they were to be on site at 10:00 AM.  They did not have a working generator and Dan Zoske had to provide that equipment to them.  The City also had to pay 5.5 hours of overtime to Tom Vanderloop due to the lack of timeliness.

Public Input: Georgia Mourlam reported to the Council about the leak and the Legion.  Harley Mourlam looked at the situation and feels that there was no flashing put in when the awning was put on the building. There will have to be some material taken off to really determine where the leaking starts.  He does not feel the windows are leaking, the water is running to that area from where the leak is starting.  Georgia also thanked the Council for honoring her this past weekend at Alden Days.  She was very grateful andhumbled by the whole recognition.  Council directed Lorrie Watts to contact Harley Mourlam to give the Council a cost estimate to put flashing and stop leak at the Legion.

Frank Cearley asked Dan Zoske if the maintenance department had gotten the extension to the fire hydrant near his home. Dan Zoske made note and would get the costs.

Stephanie Nicolle was present to give an update on the Water Street building that she and her husband are in the process of trying to repair. They are in the process of gutting out the inside and cleaning all the garbage and rubbish from the downstairs.  She explains that her husband travels for CMC Joist and is on the road and that they are trying to make progress on the building.  They have purchased a Strata-Lift to repair the brick work on the outside.  She voiced her displeasure with not being allowed to have a roll-off dumpster on Water Street on the front side of the building. Bob Hoversten reminded her that two years ago they came to the council and asked the same thing and the council told her then that they did not want a dumpster on Water Street in the business district due to the lack of parking.  The Council has no problem with the dumpster being on the east side of her building.  The Council would like to see progress made on the outside of the building.  Dan Zoske reports that Randy Madden has purchased Bill Krause’s house and has inquired about hooking up to the City’s sewer.  The property is outside the City limits and the hook up would be at the property owner’s complete expense and the grade of the sewer line was discussed.  There would also be street repairs and the road is the only farm to market road that the City has.  The cost would probably great.  The issue was tabled until more information could be obtained.  Janaan Harding asked if the security cameras had been installed at the pool.  Dan Zoske confirmed that they have been and they are live all the time and motion sensitive. She also would like to see the cost of the gates that were discussed at the last council meeting.  The rest of the council agreed with the request.  She directed the City Clerk to request that information from Mike Oliver again.

Adjourn: Bill Ramspott motioned to adjourn the meeting, Bob Hoversten seconded the motion and all present voted aye.  The meeting adjourned at 8:00 PM.
