May 17th, 2010
Mayor Fiscus called the meeting to order at 7:00 P.M. with Bill Ramspott, Mike Oliver,
Janaan Harding and Bob Hoversten present, Steve Hunt was absent, and also present was
Gene Jondall, Georgia Mourlam, Chester Neubauer, Chad Cearley, Frank Cearley, Ashley Cearley, Deputy J.D. Holmes, City Superintendent Tom Vanderloop, and City Clerk Lorrie Watts.
Consent Agenda: Bill Ramspott motioned to approve, Mike Oliver seconded and all present voted aye.
Open Bids/Sale of Property:
Property: 409 East Street; Bid One-$101.00 from Frank Cearley
Property: 1003 Pearl Street; Bid One-$5.00 from Frank Cearley
Bid Two-$500.00 from Robert Hoversten
Tentatively Accept Bids:
Property 409 East Street; Bill Ramspott motioned to tentatively accept the bid of $101.00 from Frank Cearley, Janaan Harding seconded the motion and all present voted aye. Property 1003 Pearl Street; Mike Oliver motioned to tentatively accept the bid of $500.00 from Robert Hoversten, Bill Ramspott seconded the motion. The vote was as follows; Harding, Oliver and Ramspott voted aye, Hoversten abstained.
Mike Oliver motioned to set the Public Hearing for the Sale of Real property at 409 East and 1003 Pearl Street for June 21st, 2010 at 7:00 P.M., Bob Hoversten seconded the motion and all present voted aye.
Property Updates: City Clerk Lorrie Watts updated the council on the property owned by Ralph Zesch and by HF3 Holding Company. Both have requested a hearing in court over the City’s petition for title. The property being held by HF3 has two trees that are rubbing and scraping on neighboring property roofs. Al & Brenda Kurauskas would like to have their garage and porch re-roofed but the roofer reports that the tree will tear up the new roof unless trimmed back or cut down. Council instructs City Superintendent Tom Vanderloop to contact Southern Oaks Tree Service for estimates on trimming back the trees, the cost to take the trees down will be great and due to the legal position the City is in right now, trimming the tree back is the answer for now.
Cigarette Permit Renewal-Casey’s General Store: Bob Hoversten motioned to approve Casey’s cigarette permit renewal, Mike Oliver seconded the motion and all present voted aye.
Veenstra & Kimm Invoices: Mike Oliver motioned to approve invoices for engineering services on the sewer lining project 1) $1062.90 2) $4900.00, Bob Hoversten seconded the motion and all present voted aye.
Alden Days Street Closings: Main Street from Water to S25, Water Street from West to Center Street, Mill Street from Center to West Street, Franklin Street from Mill Street to the Alley, Center Street from Water to Mill Street. Bob Hoversten motioned to approve the temporary closings for Alden Days, June 18th & 19th, 2010, Bill Ramspott seconded the motion and all present voted aye.
Legion Roof: Georgia Mourlam was present to discuss the leaking roof on the Legion Building. It is leaking in several places and something needs to be done. The Council directs Tom Vanderloop to contact area contractors for repair quotes and ideas to stop leaking until a more firm plan can be established for the Legion Building. Hoversten requested that they also bid the replacement of the kitchen exhaust fan with a bigger system.
Pool Issues & Project Update: Janaan Harding gave updates on the progress of the improvements at the pool. The pool has been painted and Steve Day of Tunnel Mill donated his first shift work crew to paint the Alden pool. There were roughly 15 people on site to spend the day helping the other volunteers. The Council thanked and recognized the true giving spirit of Steve Day and the Tunnel Mill crew. They worked very hard. Amy Mourlam and Kay Nicholson have designed the scene for the baby pool and it is amazing, the concrete has been poured for the slide and is ready for the slide installation the week of May 24th. The basket rooms have new counter tops, cabinets and overhead doors that will provide better security. New security cameras will be installed before opening day. The plumbing work is still in question, the pool committee is waiting for some more competitive and reasonable bids. Harding asked on behalf of the CPR Committee if the City would pay for the blue and red paint ($1762.15
due to that being a regular maintenance issue for the City. Bob Hoversten said he could get the cost of the paint donated. Harding would also like the City to pay for some of the plumbing costs. John Zoske will be present on Tuesday to go over the electrical outlets and be sure all is up to code. New umbrellas & lifeguard chair seats are on order for replacement. The new skylights/ceilings have provided great light and brightness. Everything is moving forward and progressing for opening day. Lifeguard Wages: Janaan Harding motioned to raise manager Ashley Cearley’s wage to $10.50/hour, raise the next tier of lifeguards, due to years of experience (3+ yrs.) to $8.75/hour and the final tier of lifeguards with the least amount of experience (1 yr) to $7.50/hour and subcontracted lifeguards will be paid $8.50/hr. based on experience. Bob Hoversten seconded the motion and all present voted aye. Chad Cearley suggested the renovation include new security doors for the basket-room entrance to the pool area. Mike Oliver offered to look into fabricating something for that purpose.
Public Input: Gene Jondall reports that he received a call from Dan Williams and they would like to know what the City would like done to their property for clean-up. Hoversten remarked that they need to repair is so it is livable or tear it down.
This is the same stance the City is taking with all abandoned properties. The Council directs City Clerk Watts to send letters to Steve Krogh about the total condition of his Property, weeds, junk etc., Manuel Lerma about the junk, junk vehicles and all other misc. items that are laying around his property, Darrell Meyer and the building that is falling down on his property, Travis & Stephanie Nicolle on the progress of the building on Water Street. The Council would like them to come to a meeting with a plan and timeline for their building.
Mayor Fiscus called for a motion to adjourn, Bob Hoversten motioned, Bill Ramspott seconded, and all present voted aye. The meeting adjourned at 8:17 PM.
