February 10, 2011

Mayor Fiscus called the meeting to order at 5:15 PM, with Mike Oliver, Janaan Harding, Bob Hoversten, Steve Hunt and Bill Ramspott present.  Also present was Frank Cearley, Leonard Baker Fire Chief, Libby Caplan Library Director and Lorrie Watts, City Clerk.

Tom Vanderloop City Superintendent arrived at 5:40 PM.

Consent Agenda: Bill Ramspott motioned to approve, Mike Oliver seconded the motion and present voted aye.

Alden Firemen’s Stag Liquor License:  Mike Oliver motioned to approve the license, Bob Hoversten seconded the motion and all present voted aye.

Budget Work Session:

Bill Ramspott motioned to approve the total Police Budget of $21244.00 which included a contract increase of $226.00/year, Janaan Harding seconded the motion and all present voted aye.  Steve Hunt motioned to approve the Fire Department Budget of $38066.00 which included an increase of $1190.00 for fuel and uniforms, Bill Ramspott seconded the motion and all present voted aye. Total Public Safety Budget: $59310.00.

Mike Oliver motioned to approve the Garbage/Solid Waste Budget of $80652.00 which included an increase from Hardin County Solid Waste & Recycling of $3616.00/yr. which will result in an increase of garbage fees from $19.00/household/month to $20.00/household/month July 1st, 2011.  Steve Hunt seconded the motion and all present voted aye. Street Dept. Budget of $122,428.00 Steve Hunt motioned to approve, Bill Ramspott seconded the motion, all present voted aye, total Public Works: $203080.00. Bill Ramspott motioned to approve the mosquito control budget of $3250.00, total Health & Social Service Budget $3250.00.  Bob Hoversten motioned to approve the Parks Budget of $43489.00 which includes an increase of $4481.00 which consists of utilities and Betterment Fund, Steve Hunt seconded the motion and all present voted aye. Bill Ramspott motioned to approve the Pool Budget of $50094.00, Bob Hoversten seconded the motion and all present voted aye. Steve Hunt motioned to approve the Legion Community Center budget of $8752.00, Bob Hoversten seconded the motion and all present voted aye. Bob Hoversten motioned to approve the donation to IFA After Prom Breakfast of $275.00, Mike Oliver seconded the motion and all present voted aye. Janaan Harding motioned to approve the Mayor & Council Budget of $3596.00, Steve Hunt seconded the motion and all present voted aye.  Bob Hoversten motioned to approve the Clerk/City Hall budget of $43076.00 which included an increase of $1463.00 for 1.12% IPERS mandatory increase and increase of $1250.00 for the copy machine maintenance agreement due to the Alden Newsletter, Steve Hunt seconded the motion and all present voted aye.  Janaan Harding motioned to approve the Policy & Admin. Budget of $400.00, Mike Oliver seconded the motion and all present voted aye, General Government Budget of $47072.00.  Libby Caplan, Library Director presented the Library Budget of $77860.00 with the 1.12% increase for IPERS only. Steve Hunt motioned to approve the Library Budget, Mike Oliver seconded the motion, all present voted aye, total Culture & Recreation Budget of $180,470.00.  Steve Hunt motioned to approve the Debt Service Budget of $40696.00 which includes the new bond for the Sewer Line Rehabilitation Project, Bill Ramspott seconded the motion and all present voted aye. Steve Hunt motioned to approve the total Water Department Budget of $127,228.00 this includes administration, plant operation, plant maintenance, and water distribution. Bill Ramspott seconded the motion and all present voted aye.  Mike Oliver motioned to approve the Trust & Agency (Utility Deposits) Budget of $1100.00, Steve Hunt seconded the motion and all present voted aye.  Mike Oliver motioned to approve the Sewer Budget for $520564.00 this amount includes the finishing work ($450,000.00) on the rehabilitation of the entire system that is scheduled to start in late February with completion in August, Steve Hunt seconded the motion and all present voted aye, Business Type Activities Budget Total of $648892.00.  Total Budget for the Fiscal Year 2011/2012 $1,182,770.00, Janaan Harding motioned to approve that total and Steve Hunt seconded the motion with all members voting aye.

Public Input: There was none.

Mayor Fiscus called for a motion to adjourn the meeting, Bill Ramspott moved and Bob Hoversten seconded the motion and all present voted aye. The meeting adjourned at 6:15 PM.
